    When Doris Broaddus realized on June 12 that she had lost a red folder containing some of her vital documents, she had every right to doubt she would find it.

    Realizing that the folder was accidentally thrown away with some of her other items, her only recourse would be to ask the City of Caldwell if there was a way to retrieve it.
