EASTBOUND TRAFFIC ON State Highway 21 East in Caldwell was backed up on Friday as a TxDOT contractor continued mill and inlay road work on the highway, east of the State Highway 36 intersection. Work continues this week, and motorists should expect some delays, TxDOT says.
