The Caldwell City Council planned to discuss a Facilities Development Agreement (FDA) with Lower Colorado River Authority (LCRA) for a new electric substation in executive session at its Tuesday, Sept. 17, meeting.
The council had the option of approving the agreement after reconvening into open session.
